1 Lets have fun, be safe and learn something
2 Wear your Agency work uniform please.
3 Cell phones, pagers on silent/vibrate, and radios volume to a minimum
4 Side bars are a distraction to be kept to a minimum during presenters presentations
5 PFD’s must be worn if you go on the water or with in 10’ of the waters edge
6 Each agency assumes all risks and liability for their own personnel
7 Find opportunities to Build bridges, not Barriers between our agencies
Morning session
The purpose of the training session is to bring everyone in

The morning Session will be primarily an introduction of each agency that may be called upon and expected to respond to a water-related emergency and that have some significant role in either the overall management of water related emergencies or specific tasks within the incident.
This should be 15 minutes in length and include at a minimum:
Specific area of Authority (geographic)
Areas of expertise (water related)
Specific area of responsibility
Any specific legal requirements
Personnel status, paid, on-call, all volunteer, hours of operation etc.
Any other information you would want everyone to know about your Agency
Q & A
All agencies have some varying degree of responsibility, unique resources, and specialized skill or training. As these emergencies evolve and unfold there is often a transition from a rescue to a recovery operation.
This transition is a very significant event in the emergency and typically defines the end of the emergency phase and start of the non-urgent recovery phase. This transition can also represent the line of demarcation regarding specific agency responsibilities and the ownership of the overall incident.
The goal of today’s training opportunity is to educate as many responders as we can so that there is a seamless transition of responsibility, progress and resources to best serve our public.
Today’s training session is the method chosen by several of the Training Officers Association representing the various agencies in our county to best educate one another and test our system’s effectiveness.
Afternoon Session
Skill Stations (2 hours)
Location is TBD (easy egress from land, isolated on water and assessable by boat) probable be Poplar Springs boat ramp.
Station 1 Dragging Operations and sweeps LCF/R
Station 2 Shore Responder and Divers operation LCDRT
Station 3 Witness Interview and Scene Security LCDRT
Station 4 Incident Command System LCFD and LFD
Water Emergency Exercise (1 hour)
Trey and I will ask for volunteers, and then pick enough (12-15) persons to make up four 3-4 person teams as follows:
Team 1 will be in-charge of the overall incident (ICS) and will be made up of fire dept people
Team 2 will have the Witness Interview and scene security and will be PD/FD people
Team 3 will assist the dive team with the search. This will be LCDRT and fire dept people
Team 4 will be in-charge of getting dragging operations going. This is Fire/Rescue people
The situation will be a vaguely (witnessed) incident. It will be accessible from land. It possibly involves a boat or jet-ski on the water that “had a rider on it just a few seconds ago” according to our possibly intoxicated witness (special guest).
